Making a decision for your rising high school student can be scary. This is especially true when it comes to a start-up school. What is important for us to share about our founding team is that we've done this before. Our Founder and Executive Director started one of DC's highest performing high schools, and it was high performing from Day 1. Our COO has decades of experience in emergency response/safety and opening facilities. He was also the former Director of Operations at RTHS. Lastly, our Principal has led the First Year Academy at one of the state's best high schools and is prepared to lead an exceptional experience for our incoming first years.

Joey Webb is the founder of Carolina Collegiate High School and has been working on this project since 2022. In his role, he oversees the vision, model, and execution of the school model. Joey has been a high school leader for the last 10 years, and this is his second time starting a high school. He is passionate about bringing together the traditions of college prep programs and innovative instructional programs to thoughtfully and carefully innovate school models without sacrificing programmatic quality and rigor. Joey's prior schools ranked in the top 5 of Washington, D.C. for 4 straight years. Joey was on the Research Triangle High School board and while there, led the replication committee to launch CCHS. Joey previously led one of DC's only 5-star rated open enrollment high schools (equivalent of an "A" report card reading in NC). His schools have earned several awards and grants, including the XQ Super Schools Prize, Next Gen Learning Challenge, and Breakthrough Schools.
Brandon Mitchell is the co-founder and COO of Carolina Collegiate High School, leading the school's launch for August 2026. With three decades in public service and education, he builds high-performing, college-prep STEM programs by pairing airtight operations with disciplined finance, facilities, and compliance. Brandon has led end-to-end school operations—HR, safety, technology, SIS, vendor and capital planning, and previously served as Director of Operations at Research Triangle High School. He's also guided new-school openings as an advisor to Carolina Achieve and Warren YES, standing up systems and procedures that actually scale.
Before CCHS, Brandon managed complex public budgets and large projects across Durham County, including serving as Director of Business Operations for Social Services, where he managed a $165M budget. He also served as Administration & Finance Chief for Durham County EMS (approximately $18M) and oversaw more than $55M in county capital projects. Known for owner's-rep rigor and board-ready execution.
Jessica Stokes is the Founding Principal of Carolina Collegiate High School, bringing 10 years of experience in STEM education and school leadership. She builds high-performing, student-centered programs through curriculum design, instructional coaching, and policy development. Extensively trained in project-based and flipped-classroom instruction, Jessica has led staff training on these models and personally taught AP courses that consistently achieved scores 20% above North Carolina and global averages. She also founded and led Research Triangle High School's 9th Grade Academy, aligning teaching practices and improving attendance, grades, and student engagement. She has coached teacher teams for multiple years, strengthening instruction, morale, and consistency across classrooms. An expert in operations and policy, she directed staff training sessions for Learning Management Systems and guided the development of a responsive AI policy, which included staff workshops, student training, and a behavioral reporting system designed to support the safe and innovative use of technology.
